it was held that the reputation as promulgated by the minister under section 9(a) and (h) of the Petroleum Act were in violation of the First Schedule to the Petroleum Act. The provisions of the regulations which were inconsistent with the provisions of the Act were then declared void to the extent of the inconsistency.
